Financial fearmongering The scare makes the headlines. The recovery doesn't.
On the first Monday after Lula's reelection, stocks fell 13.88% and the dollar rose 8.21%[1]. On the front pages of Folha, Estadão and O Globo, scares like this led or sat at the top in 15 of 17 cases; the recovery in the following years, in none of 9[2–4].

The scare
The Monday after the election
Lula was reelected on October 25, with 51.79% of valid votes[7]. The next day, the Ibovespa, the stock index, fell 13.88%. At 9:57 a.m., B3 halted trading, which had not happened since March 2020. The commercial dollar rose 8.21%, to R$5.403[1].
According to InfoMoney, investors had bet on a Flávio Bolsonaro win, and analysts cited fiscal concern and "controvérsias sobre o processo eleitoral". Petrobras CEO Magda Chambriard called the drop in the company's shares a "movimento especulativo"[1]. On Friday the 30th, the Central Bank's reference rate stood at R$5.4212[6].
Before
What followed the scares
On November 10, 2022, Lula asked why those who debate the government's spending limit don't debate "a questão social do país". Stocks fell 3.35% and the dollar rose 4.09%[8]. In 2023, the stock market rose 22% and the dollar fell 8.08%[9].
In November 2024, the government announced an income tax exemption up to R$5,000 along with a R$70 billion spending cut[10]. The dollar passed R$6[11]. In 2025, the stock market rose 33.95% and the dollar fell 11%[12, 13]. In 2002, the dollar reached R$3.96 in October[14] and, in reais of the time, ended 2007 at R$1.77[15].
Rumors
The R$7 dollar on WhatsApp
Between December 16 and 19, 2024, more than 2,000 different messages about the dollar circulated in public WhatsApp and Telegram groups. At least 46 said it would reach R$7. Quotes falsely attributed to Central Bank president Gabriel Galípolo reached at least 10,000 people; the Federal Police (PF) is investigating[16].
On November 28, Metrópoles reported reactions from the opposition. Senator Flávio Bolsonaro (PL-RJ): "Dólar a R$ 6 é o Lula lascando o povo, mas com amor." Congressman Kim Kataguiri (União-SP), on X: "O dólar por volta de R$ 6 é o retrato de um país sem rumo"[10].

On scare days, the market story led the front page or sat at the top in 15 of 17 cases. Example: "Dólar fecha em R$ 6 pela primeira vez na história em meio a críticas sobre pacote fiscal" (Folha, 11/29/2024)[2]. At year's end, in 0 of 9: the gain ran further down in 4 and was missing in 5.
On 12/30/2025, Folha ran "Dólar cai 11,19% em 2025, a maior queda em 9 anos" as its eighth item[17], and O Globo did not report the year of the stock market or the dollar[4]. We found no corrections or retractions.
